Position Available: SST IT Director

The Streamlined Sales TaxTM Governing Board Inc., headquartered in Westby, WI, is seeking an IT Director to help manage the various technology related needs of the Governing Board, work closely with the Audit and Certification Committees and assist the Executive Director on various special projects.  This person will be cross trained in various critical areas of the organization to step in when the primary person is unavailable. The person selected may be allowed to work from a location other than Westby, WI. We are open to both part-time (minimum 50% FTE) and full-time applicants.

The ideal candidate will have a strong Streamlined Sales TaxTM background and be familiar with the activities of the Governing Board, Executive Committee, State and Local Advisory Council, Compliance Review Interpretations Committee, and Audit and Certification Committees.  The right candidate will also have a broad understanding of the technology requirements of the Governing Board, the member states and certified service providers, programming experience, be detail oriented, have the ability to multi-task and possess strong written and verbal communication skills.

 

Position Requirements

 

The position requires a strong understanding of:

  • XML, web services and communication protocols
  • The Streamlined Sales TaxTM Registration System (SSTRS)
  • The Streamlined Simplified Electronic Return (SER)
  • The Streamlined Rate and Boundary files and state requirements
  • Test deck preparation and use of test decks
  • FTA E-Standards (formerly TIGERS) group

 

This position requires experience in:

  • Programming (such as ASP.net MVC, c#, Java, JavaScript, jQuery, html, xml, SQL);
  • Programming or making changes to websites;
  • IT infrastructure (setting up computers, security, etc.); and
  • Project management

 

Preliminary List of Duties:

  • Manage IT projects from inception to completion concerning the design and approved enhancements to the SSTRS (Registration System), including working with 3rd party vendors
  • Oversee CSP application process and new states that join
  • Oversee the design and implementation of updates and changes to the Certificate of Compliance and Taxability Matrix
  • Review, develop and update information on the SSTGB website including FAQs
  • Review, recommend, manage and make improvements to the SSTGB Website
  • Lead in developing and enforcing security policies, procedures, and controls to protect  SSTGB’s data, systems and intellectual property
  • Research and address CSP, state and seller’s technology issues with registrations, SERs rate and boundary files and change requests
  • Research and respond to email and telephone inquiries related to CSPs, registrations and other  technology issues
  • Review and update guides and manuals prepared for states, CSPs and sellers, including the Technology Guide
  • Participate in and assist in leading the Certification Committee
  • Participate in and assist with SLAC and Audit Committees
  • Assist in the review of SSTGB rules for consistency
  • Assist with Test Decks and Rate and Boundary files
  • Assist with the development and presentation of training materials for state and business personnel related to the SST Technology
  • Other duties as assigned

 

 Salary range: Dependent on qualifications

 

The position offers paid holidays, paid vacation, sick leave, a Health Reimbursement Account, and a SIMPLE IRA retirement plan. Some overnight travel is required.
